Professor John Hills was commissioned in March 2011 by Chris Huhne MP, then Secretary of State for Energy and Climate Change, to conduct an independent review of the fuel poverty definition and target.

The terms of reference included examining fuel poverty from first principles, including its causes and impacts, considering the best way of measuring the problem and assessing the cost-effectiveness of policies in relation to the measurement approach taken.  The review related only to fuel poverty in England.

A consultative interim report was published in October 2011 and the final report in March 2012.
