This discussion paper examines some of the research and literature published to date reviewing fuel poverty, housing and health and the potential connections between cold and damp housing and the health and well-being of the occupants.

In particular, it looks at excess winter deaths; cardiovascular and cerebrovascular disease; respiratory disease and mental health and well-being – health issues that are interconnected, as well as standing alone; in particular excess winter deaths can occur as a result of respiratory, cardiovascular and cerebrovascular diseases.

This paper also attempts to analyse the robustness of the research and literature and stimulate further discussion, in particular around potential future research.
